Hamilton Biological has developed an extensive, cross-referenced, and helpfully hyperlinked list of drought-tolerant plants (Excel file) native to Los Angeles County, with corresponding map of planting zones. These resources should be useful to landscapers, restoration specialists, and just plain folks. Feel free to download the linked files and use them however you please.
